I've been watching Long Bright River with Amanda Fryfeld on Peacock and I imagine the Philly neighborhood depicted in the series, Kensington I believe, is similar to your neighborhood, only without the kefiyyeh wearing Jew haters.
Kensington is worse in terms of poverty. I used to teach in the public schools there. It's the center of drug sales and there are people nodded out all over the streets and needles everywhere. I'm in favor of things like safe injection sites and supportive housing so people don't have to live like that, either those who use drugs or those who live around there. It was a horrible environment for everyone. Tons of gang violence. Kids involved in gangs early. No other options for them, they thought.
Long Bright River captures just what you describe with folk living in tents on the street, rampant drug use, and crime. Amanda Seyfried plays the role of a cop who was raised in Kensington and whose younger sister is an addict living on the streets. The series is dark but Seyfried does a good job playing a single mom police officer trying to do the right thing while searching for her sister while dealing with financial issues and a serial killer murdering sex workers. Glad you at least aren't living in Kensington.
Sounds like we had similar (but not identical) teenage-hoods.
I wish that all my friends lived near me. Community is a wonderful thing, but some of it is spread too far apart 'work,'
